Package store proponent sees support from voters

An Elizabethton business owner believes the package store referendum he helped get on the November ballot is receiving voter support based on the reviews from his informal exit polls taken outside the Carter County Courthouse.

Billy Chappell, owner of rental and retail businesses in Carter and Washington Counties, started a petition this summer to have a referendum placed on the November ballot that would allow package stores in the city of Elizabethton.
