Meth ring busted, 2 arrested

An alleged methamphetamine manufacturing ring has been busted by Carter County investigators, who arrested two participants Friday.

Scott Lewis and Janet Tupay were taken into custody at their Frosty Lane residence and face charges of promotion of methamphetamine manufacture, initiation of a process intended to result in the manufacture of methamphetamine, and possession of drug paraphernalia. Investigators are seeking two additional individuals in the ring.

Carter County Sheriff’s Department deputies had located a meth dump site on Aug. 13 at the Garrison Trailhead on Rainbow Circle in Stoney Creek. Another dump site was located on Aug. 14. On each occasion, the Tennessee Methamphetamine Task Force was called to assist narcotics agents clean up the sites. Investigators say documentation left in the dump sites led them to an individual, one of the two people still sought by deputies. A deputy, outside of Carter County, located the individual and learned he had been driven to Elizabethton to participate in the manufacturing of meth. The person who drove the individual to Elizabethton is also being sought by deputies.
