Elizabethton City Council approved the first reading of the city’s year-end budget ordinance amendment during a called meeting Thursday.
City Manager Jerome Kitchens explained that council would usually vote on the year-end amendments during the July council meeting and hold the second reading in August.
However, the state comptroller’s office sent a memo to the city saying the amendment had to be approved by June 30.
“It had always been a rule that it needed to be approved by June 30, but they had not pushed it before,” Kitchens said. “We waited until after the end of the fiscal year to approve it because it made it neater in the books to do it that way.”
The fiscal year runs from July 1 to June 30.
