County officers still investigating fatal shooting in Elk Mills

Carter County officers are still trying to piece together the events that led to a fatal shooting Wednesday night outside an Elk Mills convenience store.

According to Carter County Sheriff’s Department Capt. Mike Little, 41-year-old Kenneth Jeff Dugger was pronounced dead at Sycamore Shoals Hospital after being shot in the chest during what Little described as “a domestic situation” outside the Elk Mills General Store on U.S. Highway 321, a few miles from the North Carolina state line.

Little said officers were dispatched to the store at approximately 8:39 p.m. after reports that a man was shot at close range by a handgun.

Dugger was discovered at the scene, bleeding from a single gunshot wound, and transported by ambulance to the Elizabethton hospital.

Less than an hour after the shooting, officers had cordoned off an area around the fuel pumps at the roadside store and were interviewing a handful of witnesses.
