Board seeks to shift pair of part-time posts to full-time

The Elizabethton-Carter County Library Board approved a budget recommendation for the upcoming fiscal year that included the creation of two full-time positions from two current part-time jobs.

The recommendation will now be forwarded to city staff to be considered during the upcoming budget process.
The Fiscal Year 2015 budget is for a total of $557,623; a difference of $91,352 from the 2014 budget of $466,271.

The biggest difference in the budget came from the request to move two part-time positions – the technology and the archivist/record management positions – to full-time jobs. While the move would increase salaries and wages, it would be partially offset by reducing part-time salaries. The total salaries and wages would increase to $206,461 for full-time staff and $33,580 for part-time staff.

“I do think these two positions are necessary,” said Library Director Mel Goff. “There is work to be done but I don’t know if there is money to be used to cover the increase to full-time.”

There was an optional budget recommendation that would have increased just one position to full-time but Goff said she did not want to submit that option unless she was certain one of the two employees had found a job somewhere else.

In employee benefits, $10,415 would be added to health insurance costs and $8,970 to the retirement contributions.
